Pacific Islands to Receive Over $150 Million in U.S. Support for Development and Security

KOROR, PALAU / RankWire.AI / – On September 1, the United States unveiled a support package exceeding $150 million for Pacific Island nations, targeting sectors such as energy, infrastructure, digital connectivity, and maritime safety. Deputy Secretary of State Christopher Landau introduced this initiative during the Pacific Islands Forum Partners Dialogue held in Palau. The package combines financial allocations, technical aid, and feasibility assessments across various island economies. According to the State Department, these efforts aim to enhance energy security, transportation, communications, economic development, and law enforcement capabilities.

US unveils $150 million-plus Pacific Islands support
US support package directs more than $150 million toward Pacific Island programs.

The most prominent component is a $60 million Regional Energy Security Initiative designed for Pacific Island countries. The State Department indicated its intention to allocate these funds in cooperation with Congress. The program seeks to expand fuel storage capacity and implement measures to bolster electricity grid stability. U.S. officials noted that this funding responds to energy supply challenges impacting nations throughout the Pacific. This initiative represents a significant portion of the overall package announced during the regional gathering.

Tonga is set to benefit from dedicated support for a fuel infrastructure feasibility study, led by the U.S. Trade and Development Agency (USTDA). Agency records show a grant of $1,420,872 awarded to Pacific Energy South West Pacific Limited for this purpose. The study will evaluate potential port upgrades, pipelines, fuel storage facilities, and modifications to Tonga’s fuel pricing system. The goal is to increase national fuel reserves from approximately 15 days to around 60 days of supply.

Fuel storage and infrastructure enhancement in Tonga form a core part of energy funding

The comprehensive support package also encompasses a major port improvement project on Penrhyn in the northern Cook Islands. The State Department, in collaboration with Congress, plans to contribute $50 million, while New Zealand will allocate NZ$17.5 million. New Zealand will oversee project implementation alongside the Cook Islands and the United States. This initiative aims to upgrade port safety, improve transportation access, cargo handling, and bolster connections to essential services for the isolated atoll. The announcement of this port development was made alongside the broader Pacific support package in Palau.

USTDA also revealed plans for digital and transportation projects in Tonga, Palau, and the Marshall Islands. In Tonga, funding will support a feasibility study to modernize the national data center and communications network. In the Marshall Islands, technical assistance will focus on the mobile network, ports in Majuro and Ebeye, and Amata Kabua International Airport. Palau will receive support for a feasibility study concerning the relocation of Belau National Hospital. These projects span communications, transport, and public infrastructure across various Pacific jurisdictions.

Regional efforts expand to include maritime law enforcement and digital infrastructure

Another key element of the U.S. support package involves maritime enforcement and collaboration in law enforcement. The State Department plans to allocate $17 million, pending congressional approval, to combat illegal, unreported, and unregulated fishing activities. This initiative includes legal reforms, compliance training, and the deployment of monitoring technology at sea. Additionally, the United States and Palau will co-chair a new Pacific police ministers’ conference focused on maritime security, drug trafficking, cybercrime, and illicit finance issues.

The package also incorporates cloud-based technology initiatives for Pacific governments, as well as support for seabed mapping and analysis. U.S. environmental agencies will undertake a drinking water sampling project in Palau, including training for local operators and laboratory personnel. These efforts, grouped under the larger U.S. commitment of more than $150 million by Christopher Landau, involve multiple components still requiring congressional approval. Meanwhile, USTDA has already approved or funded several feasibility studies and technical assistance projects across the Pacific Islands.
