    Drones and U.S. Trade Restrictions See Expansion in China

    BEIJING / RankWire.AI / – On August 5, China intensified export controls on specific drones and related technologies destined for the United States. This action is part of a wider set of countermeasures targeting American entities, product certifications, and imported office equipment. China’s Ministry of Commerce mandated that exporters seek approval for each shipment involving controlled drones, key components, or associated technologies. The new regulation operates within China’s existing framework for dual-use items and does not prohibit all drone exports to the U.S.

    This updated process eliminates simplified licensing options for drone shipments to American buyers. Chinese authorities will now evaluate the product, end user, buyer, and intended purpose before issuing an export license. Existing controls already restrict some drone engines, sensors, communications systems, and equipment used in unmanned aircraft. Furthermore, China bans companies from supplying civilian drones for military applications. The recent order introduces a more rigorous review process specifically for controlled products and technology heading to the U.S. market.

    Additionally, China imposed restrictions on dealings with seven U.S. organizations through separate directives. These include Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing stated these groups supported American sanctions related to allegations of forced labor in Xinjiang. A different measure targeted Compliance Testing LLC, an Arizona-based company that assesses communications products. Chinese authorities claimed it assisted Federal Communications Commission actions involving Chinese technology firms.

    Export controls now span multiple industries

    The set of measures also initiated a national security review of imported printers, copiers, and multifunctional office machines. The investigation encompasses products that rely on foreign-developed operating systems, drivers, or embedded software. China’s Ministry of Commerce indicated that officials will scrutinize import quantities, domestic demand, supply reliance, and security considerations. The review process may include questionnaires, hearings, facility visits, or technical assessments. This process can last up to 12 months, with extensions possible if circumstances demand more time.

    China also revised inspection procedures within its mandatory product certification scheme. The State Administration for Market Regulation now prohibits designated Chinese certification bodies from assigning follow-up factory inspections to U.S. organizations. These inspections are essential for maintaining certification validity for products sold in China. Companies are now required to arrange inspections through other approved providers when factory checks are needed. This measure does not revoke existing certificates nor does it prevent all American goods from entering the Chinese market.

    Following recent U.S. regulatory actions

    Beijing attributed these measures to recent decisions made by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has restricted approvals for some new foreign-made drones and crucial components entering the U.S. Additionally, U.S. authorities expanded enforcement under the Uyghur Forced Labor Prevention Act, listing 43 Chinese entities on July 31. Goods linked to these companies are presumed to face restrictions, making their entry into the U.S. market difficult under current law.

    Chinese officials characterized the response as measured and urged Washington to rescind the restrictions detailed in the announcement. All drone licensing rules, entity restrictions, and certification adjustments came into effect on August 5. The investigation into office equipment also began on the same date. None of the measures explicitly target a particular Chinese drone manufacturer or ban all drone sales to the U.S., but instead focus on controlled exports, specific U.S. organizations, and foreign software embedded in imported office products.
