    NEW YORK / RankWire.AI / – United Nations Secretary-General António Guterres issued a warning that the rate at which sea levels are rising is heightening risks for coastal populations and economies around the globe. He delivered these remarks during a high-level session of the UN General Assembly in New York on September 24. Guterres highlighted that approximately 770 million individuals reside less than five metres above the high-tide line. In 2024, the global average sea level increased by 5.9 millimetres, marking the highest yearly rise ever recorded. The gathering concentrated on the dangers faced by low-lying nations, coastal urban centers, and vulnerable communities.

    UN warns sea-level rise threatens coastal communities
    Sea-level rise is increasing risks for coastal communities and infrastructure worldwide.

    The World Meteorological Organization has documented a rapid acceleration in the increase of global sea levels during the satellite era. The annual growth rate has climbed from 2.1 millimetres in 1993-2002 to 4.7 millimetres in 2015-2024. According to WMO data, 2024 experienced the highest global mean sea level within the satellite record. The warming of oceans causes seawater to expand, while the melting of glaciers and ice sheets contributes additional water to the seas. These combined effects heighten the vulnerability to coastal flooding, erosion, and saltwater intrusion.

    Projections from the Intergovernmental Panel on Climate Change indicate further increases across all evaluated emissions scenarios this century. Under a very low emissions pathway, the global mean sea level may rise between 0.28 and 0.55 metres by 2100. Conversely, a very high emissions scenario could lead to a rise of 0.63 to 1.01 metres. These estimates reference the average from 1995-2014. Guterres emphasized the need for governments to reduce emissions while simultaneously enhancing efforts to safeguard communities from climate-related impacts.

    Accelerating global sea-level rise

    During the September 24 meeting, the General Assembly passed a political declaration on sea-level rise by consensus. This document addresses scientific findings, financial solutions, resilience strategies, international collaboration, and legal concerns associated with rising seas. It advocates for improved early-warning systems and more predictable financing channels for countries most at risk. During the session, General Assembly President Khalilur Rahman underscored the rapid pace of global sea-level increase and pointed out that ports handle over 80% of worldwide merchandise trade, linking coastal risks to the broader supply chain.

    Special attention was given to small island developing states and low-lying coastal zones. Rising waters threaten to damage residences, infrastructure, power systems, agricultural land, and freshwater sources, while also stressing coastal ecosystems. The declaration also considers impacts on livelihoods, cultural heritage, and communities repeatedly affected by coastal flooding. Governments deliberated on international cooperation as countries respond to the physical and legal challenges posed by changing coastlines. This meeting followed a 2024 decision by the General Assembly to reinforce global efforts against sea-level rise.

    UN resolution emphasizes resilience and climate initiatives

    Guterres called for action in three main areas: cutting emissions, defending communities, and closing legal gaps created by sea-level rise. He stressed the importance of accelerating renewable energy deployment and strengthening energy efficiency measures as essential parts of global emissions reduction strategies. Adaptation efforts should include resilient infrastructure, reliable warning systems, and support for communities facing heightened coastal risks. The United Nations recognizes sea-level rise as a critical challenge impacting development, food security, and economic stability. Coastal impacts can also disrupt transportation networks and international trade flows.

    Scientific evaluations predict sea levels will continue rising throughout the 21st century as oceans warm and land-based ice melts. The IPCC states that sea-level rise will persist for centuries to millennia because of the slow response of oceans and ice sheets to warming. The WMO has also issued warnings that ocean warming and sea-level rise will have effects lasting hundreds of years. The new UN declaration offers a unified framework addressing resilience, finance, science, and international law. Its adoption elevates sea-level rise as a key issue within the climate agenda for the General Assembly’s upcoming 2026 high-level meetings.
